If the chosen services include hotel accommodation, travel packages, car rental, transfers, tickets to the destination or any other travel service, we will retain the following information: reservation number, voucher number, reservation price, name of the hotel, number of stars of the hotel , the destination or any other information related to the accommodation services/travel package.

If the services chosen by you are linked to a travel insurance number, we will also retain all the information related to the insurance: the destination, the period covered, the price of the insurance, the personal details insured.

When you create an account on our website, we will ask you to provide us with personal information, including your first and last name, gender, phone number, email address and password.

The user account allows you to benefit from  STAR Veltravel discounts , to have information about previous reservations, invoice details and other useful information.

When you subscribe to the VELTRAVEL.RO Newsletter, we will ask you to provide us with your email address or your first and last name.

If you subscribe to our Newsletter, we may ask you for details that help us provide you with the best offers according to your preferences.

VELTRAVEL.RO assumes no responsibility for the tourist products and services offered by the Tourist Service Providers and does not guarantee in any way (either explicitly or implicitly) the accuracy or quality of the products and services reflected on this Site.

VELTRAVEL.RO does not provide any guarantee regarding travel documents (passports, visas, necessary vaccines). As a result, it is the User's responsibility to ensure that they travel in accordance with the measures applicable to these travel documents. The agency recommends checking the official information on the website www.mae.ro.

VELTRAVEL.RO does not guarantee that the information on the Site (including, but not limited to, rates, descriptions or data) cannot have errors or omissions, but we will make every effort to correct (correctable) errors as soon as they are brought to our attention .

Conditions of Tourist Service Providers

Any reservation made on the Site will be considered as your intention to purchase a specific tourist product or service from the Tourist Service Provider. All tourist services published on the Site are subject to the availability of Tourist Service Providers.

The terms and conditions of the Tourist Service Provider (including the passenger transport rules imposed by the airlines but also by the hotel/ground service partner or charter organizer) will be additionally applied to the Terms and Conditions of this Site.

The terms of the Tourist Service Providers may include provisions relating to different payment procedures, obligations, cancellations, changes to reservations and refunds (if applicable) or other restrictions.

VELTRAVEL.RO is not responsible for the costs that may occur during transfers from one airport / terminal to another. Also some hotels may collect different local taxes.

You are directly responsible for complying with the conditions imposed by the Tourist Service Provider regarding boarding times, reconfirmation of flights or any other rules. Some airlines require online check- in before departure. Failure to comply with this rule may lead to cancellation of boarding or additional costs, for which the agency is not responsible.

Cancellations/Changes

If you wish to cancel or modify the reserved or purchased service (and the Tourist Services Provider allows this), it is your responsibility to inform VELTRAVEL.RO in writing or by phone about your intentions. In certain cases, it is possible that you cannot cancel / modify through the Website in accordance with the terms and conditions of the Tourist Service Provider.

In the event of a reservation modification (including, but not limited to, cancellations, refunds, name changes), VELTRAVEL.RO reserves the right to apply certain fees to cover the administrative costs that may result from this action.

The cancellation and modification conditions related to each service booked on the www.veltravel.ro website are detailed for each individual product before the time of booking and it is necessary to accept them in order to complete the booking. The payment

Other payment methods are not accepted except those presented on the Site and we do not assume any responsibility for the sums of money deposited in the bank account of the VELTRAVEL.RO agency, without a prior reconfirmation from the agency of the availability and the possibility of confirmation.

VELTRAVEL.RO or the Tourist Services Provider does not assume any obligation to issue tickets, vouchers or other travel documents in case of non-payment of the ordered services in full. In any case, you are responsible for paying the amounts related to the ordered tourist services.

Payment can be made with the main credit cards recognized and presented in detail on the Site.

Full payment is required at the time of booking. Payment must be made through the secure session offered by PayU Romania through the system located at  https://secure.payu.ro/ by credit or debit card or through the payment system through installment cards. If VELTRAVEL.RO is unable to confirm the initial reservation request, an alternative can be offered and an e-mail notification will be sent to inform you about the necessary details. The reservation will be kept on hold for 48 hours for you to accept it by making the full payment. Failure to make payment within 48 hours of confirmation for accommodation not immediately available/available will lead to the automatic cancellation of the reservation. For the so-called low-cost carriers, booking an air transport is synonymous with its purchase. For the reservation to be valid, payment for the total cost of the flight must be confirmed. The prices are displayed in the requested currency, at the exchange rates calculated daily. For this reason, prices may vary daily, thus reflecting any daily change that may occur in exchange rates. When a reservation is made, the exchange rate will be fixed at the time the reserved item is created and will apply to any changes or cancellations of that reservation item. Booking and travel documents

Reservations that have as their object travel arrangements will not be accepted if they are made less than 72 hours before the arrival date, except in the case that in this interval you find the requested arrangements as "Available" immediately. Accommodation reservations require at least one name for each room. Please carefully check the entered details, as the presence of incorrect or incomplete details may lead to the cancellation of the reservation.

All travel documents related to a reservation (airline tickets, travel vouchers, invoice) will be issued in electronic format and sent to the email address provided at the time of booking.

Use of the Site

VELTRAVEL.RO is not responsible for the User's skills to access or use the Site, nor for the failures generated by the lack of these skills.

User obligations

Final terms

Terms & Conditions- RESERVATION AND SALE OF HOTEL SERVICES

This document refers to the pre-contractual conditions and information that govern the Contract regarding the travel service package according to Ordinance 2/2018.

I. RESERVATION AND SALE OF HOTEL SERVICES BY THE VELTRAVEL.RO AGENCY

MAKING / MODIFYING / CANCELING RESERVATIONS

• Any reservation made online and not cancelled, is considered FIRM and automatically implies responsibility for payment.
• The deadline for cancellation without penalty is specified when making the online reservation. Exceeding the respective term implies the payment of penalties. In the case of reservations that have mentioned "non-refundable", the penalty is 100% in the event of a cancellation request.
• In case of no-show at the hotel, a penalty of 100% will be applied, i.e. the cost of the entire stay, or a smaller penalty, depending on the hotel's cancellation policy, if applicable.
• Reimbursement requests, as a result of the total or partial non-use of tourist services, must be accompanied by a written confirmation from the hotel. This confirmation does not guarantee the return of the value of unused services. It will be honored only if the hotel accepts the return of the consideration through the accommodation provider.
• All reservations will be honored only for the persons in whose name the reservation was made. Name changes are not allowed, except with the agreement of the hotel, for which the agency cannot guarantee.
• In the event of a fortuitous impossibility to honor the reservation, VELTRAVEL.RO reserves the right to replace the hotel or other initially confirmed services with others of a similar or superior category, without any other compensation in return or to return the money in full in the event in which it is impossible to offer an alternative.
• Check-in is usually done after 2:00 p.m., local time, on the day of arrival scheduled in the reservation. To avoid problems with accommodation, please inform us if you will arrive later at the hotel.
• In the case of rest and/or treatment stays taking place in Romania, the tourist has the obligation to comply with the service provision schedule in Romania, respectively: in seaside resorts, accommodation is made at 6:00 p.m. on the day of entry and ends at 12.00 on the day following the one written on the voucher or on the rest and/or treatment ticket; in the resorts in the country, other than those on the coast, accommodation starts at 12:00 on the day of entry and ends no later than 12:00 on the day following the day entered on the ticket.
• At some B&Bs when check-in is accepted up to a certain time, this being mentioned on the voucher (but also expressly mentioned at the time of booking). Failure to comply with the check-in time limit imposed by the B&B owner may lead to the total cancellation of the right to accommodation, or may be accepted against an additional late check-in fee. check in, belongs exclusively to the tourist. For non-compliance with the particular specifications and their consequences, the VELTRAVEL.RO agency is not responsible and cannot be charged compensation. The VELTRAVEL.RO agency will make every effort to help the tourist in such situations,
• All hotels published on VELTRAVEL.RO require at least one of the passengers to be 18 years old. If customers are under 21 years old and book hotels in the US, they are asked to contact the hotel directly for clarification. Also for hotels in the Middle East, in the case of unmarried couples, please contact the hotel for clarification.

II. THE PRICE

• VELTRAVEL.RO does not charge fees or commissions in addition to the rates displayed online.
• The meals included in each rate are specified under the heading "Meals included".
• In certain destinations, local taxes are charged, payable directly at the hotel.
• Some hotels have fluctuating rates, which change daily depending on availability and seasonality. The rate is only guaranteed based on a confirmed reservation. We do not accept a refund request based on the fact that the selling price was close to or above the reception rate.
• The hotel management has the right to ask for credit card details or a deposit to cover and guarantee any additional costs that may arise during the stay upon arrival.
• The service fee/commission is included in the displayed rate, at a rate of 0-30% and is non-refundable. in case of travel cancellation if the conditions of the reservation allow, either in a voluntary situation or in an involuntary situation, with the exception of the situation in which the services could not be confirmed by VELTRAVEL.RO, according to the order (even if the accommodation is refundable, service charge is non-refundable)

III. TYPES OF ROOMS

• The types of rooms may depend on the availability of that type of room in the hotel and may vary depending on the hotel and/or the country regarding the categorization of the types of rooms. We try to make sure that the hotel offers the type of room booked, however there may be situations when instead of a room with a double bed a room with two separate beds can be allocated or a room with a double bed can be allocated instead of a room with two separate beds. Please note that most European hotels offer two single beds joined together to form a double bed. While all the preferences related to the desired room type are sent to the hotel, the room allocation is made by the hotel and depends on the availability at the time of entering the hotel. A triple room does not guarantee three separate beds. The sizes of the beds and their configuration may differ. This can also include a folding bed. A quadruple room is a room for four adults, with two, three or four beds. This can also include folding beds. The arrangement of the beds can vary considerably.

  The standard names in the hotel industry of the room types generally represent the following:

  • Single room - contains only one bed for one person
  • Double room - contains a double bed for 2 people
  • Twin room - contains 2 single beds
  • The double/twin room in single mode - contains a double bed for one person
  • Triple room - contains 3 single beds or a double bed for 2 people and an additional bed for 1 person
  • Quadruple room - contains either 2 double beds, each for 2 people, or 4 separate beds for 1 person, or 1 double bed for 2 people and 2 additional beds for 1 person
  • The twin/double room plus child - contains either 2 separate beds or a double bed plus 1 additional bed for the child, depending on the age indicated in the reservation. In some cases, depending on the age, the child shares the same bed with the parents. If you want a bed specifically for the child, we suggest you search for adults only, considering the adult child.
  • Family room - contains a double bed + an extra bed - depending on the configuration of the hotel, b&b. its hostel
  • Economy room - contains a double bed or 2 single beds depending on the configuration of the hotel, these rooms are usually below the standard level (eg: without a window or on the mezzanine level, very small rooms, etc.)
  • Run of house - the last room available at the hotel
  • Double/twin room with shared bathroom - contains a bed with a shared bathroom with other rooms
  • Double/Twin with shared dormitory - contains a bed in a shared room with other people

• Any additional request, such as for an upper floor, for a smoking room, etc. it is not guaranteed at the time of booking. It will depend on the availability of the hotel on the day of the client's entry. Example: baby elbow. For additional services upon request, the hotel may charge a fee that it collects directly.

  Children up to 2 years old are considered infants and in order to obtain a baby cot for them, a prior confirmation from the hotel is required.

• The star classification of the displayed hotels gives a general idea of ​​the quality of the hotel and an approximate level of facilities, services and comfort. However, the specific criteria and requirements applied may differ from country to country. VELTRAVEL.RO is not responsible for this variety regarding the classification of hotels between countries, room types and hotel information related to these matters. It is the responsibility of the person making the reservation to ensure that the type of room reserved is appropriate for the number of people traveling and the comfort in mind, by consulting the hotel's official website.

IV. TERMINATION OF THE CONTRACT

• The VELTRAVEL.RO agency can terminate the contract for the sale of travel services and offer the traveler a full refund of all payments made, but is not responsible for the payment of additional compensation, in the event that:

  1. the accommodation was rejected by the hotel, for reasons independent of the Agency
  2. cannot execute the contract due to unavoidable and extraordinary circumstances and notifies the traveler about the termination of the contract, without delay and before the start of the execution of the package, being able to offer the traveler a full refund of all services paid (material or by rescheduling), according to the options offered by hotel/external partner.
• The traveler can terminate the contract at any time. If the traveler voluntarily terminates the contract, he has the obligation to bear the termination penalties agreed at the time of making the reservation/corresponding to the offer, respectively the price paid.

V. COMPLAINTS

• Any complaint must be sent in writing to the agency, via email to office@veltravel.ro , as soon as possible after leaving the hotel, but no later than 30 days after check out.
• We will not consider complaints that were not submitted to the hotel's attention during the client's stay. Any complaint must be reported to the hotel on the spot and brought to the attention of the VELTRAVEL.RO agency, on the spot.
• We are not responsible for compensating any situation that could have been resolved on the spot if the hotel had been informed.

VI. GENERAL TERMS AND CONDITIONS

• VELTRAVEL.RO will not be responsible for any inconveniences or results of unforeseen circumstances such as floods, earthquakes, riots, pandemics, fires, terrorist acts, governmental acts or change of authority in a country, unfavorable weather conditions or hotel renovations which were not communicated to us in advance.
• The differences in climate and energy saving rules in different countries can affect the heating systems in the hotels located in the respective area or country. For example, in Italy the heating system can be operated between November 15 and March 15 due to government regulations.
• The start and end of the swimming pool operating dates can also be affected by climate and weather conditions. VELTRAVEL.RO is not responsible for hotel policies related to these aspects.
• After making the reservation, please check and make sure that all the details in the voucher (such as the hotel address, information about the hotel, city and country) are correct. In this way you will be protected from any inconvenience caused by a system error.
• The use of the site is done only after accepting the terms and conditions. If you do not accept these terms and conditions, do not use this site!

VII. TRAVEL DOCUMENTS

The requirements related to passport and visas, including the approximate deadlines for obtaining visas and information regarding the formalities related to health in the country of destination, are the sole responsibility of the traveler who must inform himself officially at WWW.MAE.RO , WWW.POLITIADEFRONTIERA. RO , EMBASSIES, etc.

VIII. insurance

The agency VELTRAVEL.RO recommends the traveler the optional insurance to cover the costs of termination of the contract by the traveler or the costs of assistance, including repatriation fees, in case of accident, illness or death.

IX. FINAL PROVISIONS

The contractual terms and conditions correspond to the legal provisions in force at the time of drafting and represent the general contractual terms that govern the sales contract concluded between the VELTRAVEL.RO travel agency and the traveler/tourist, depending on the object of the contract (airline ticket, accommodation, dynamic package, charter package)

X. The terms and conditions apply both to accommodation - individually and to accommodation as part of a dynamic package (city-break/flight+accommodation), independent of the terms and conditions of the flight ticket in the dynamic package, each service being subject to its own trading conditions.

Terms & Conditions- RESERVATION AND SALE OF AIRLINE TICKETS

This document refers to the pre-contractual conditions and information that govern the Contract regarding the travel service package according to Ordinance 2/2018.

I. RESERVATION / MODIFICATION / CANCELLATION

• The price of a plane ticket becomes firm, together with all the conditions applicable to it, only when it is released by the agency.
• All conditions, rules and restrictions applicable to a plane ticket are those dictated by the airline, independent of the will of the agency.
• The contractual relationship between the agency and the passenger appears when the passenger has paid for the plane ticket and is in possession of it. Before actually paying for the ticket, the passenger has the obligation to inform himself at the agency about all the conditions and restrictions applicable to that ticket and to read these general conditions.

II. THE PRICE

• Reservations are made with the help of international computerized reservation systems, which allow the agency access to the airline's database.

• For the specific activity, the VELTRAVEL.RO Agency can apply the following policy of service rates, called TS for short. TS (service fees) are not refundable in case of cancellation or modification of the plane ticket.

  
  

  VELTRAVEL.RO applies a service fee between 0% and 30% of the ticket value and is non-refundable in case of cancellation of the trip if the conditions of the reservation allow, either in a voluntary situation or in an involuntary situation, with the exception of the situation in which the services could not be confirmed by VELTRAVEL.RO, according to the order.

  The agency charges a service fee of 20 EUR / ticket / transaction for processing change or refund.

• The price of any plane ticket implies special conditions, rules and restrictions applicable to the trip to which the respective document specifically refers. The passenger has the obligation to inform himself about these rules before buying the respective ticket. After buying the ticket, it is considered that the passenger has become aware of all these rules, he can no longer claim that he was not informed, once he got possession of the plane ticket.

III. PLANE TICKET

• The plane ticket is the electronic document, registration or agreement based on which the flight is carried out.
• The conditions of the contract and the information written on the plane ticket complement these general conditions. It is considered that the passenger who came into possession of the plane ticket was aware of all this information.

•  Combined flight service

  Through the Reservation System, users can book combined flights. These consist of at least 2 flights from several airlines, where each flight is considered a separate service, provided that the airlines do not cooperate in order to organize connected (associated) flights.

  
  

  Booking combined flights involves a final purchase of several plane tickets, from different airlines, which include several flights with transfer(s). For each individual plane ticket, the terms and conditions of each specified airline apply.

  In the case of combined flights, taking into account the fact that the flights are purchased as separate services, it is the passenger's obligation to ensure that for each flight he fulfills the following:

  • check-in at all airlines and for each individual flight segment
  • picking up and handing over luggage after and before each flight
  • changing the terminal or airport from where the landing/takeoff takes place. Considering that the User reserves plane tickets from different airlines, and there is the possibility of encountering difficulties when using some of the connections, the VELTRAVEL.RO agency informs from the moment of the reservation that they are "Unguaranteed Connections" , either in the case of a very short time between transfers, cancellations, delays or change of departure time, changes due to airlines.

• Additional services By additional services is meant the addition of any service that the User wishes to benefit from for the booked flight and which is not included in the price of the plane ticket (for example: checked baggage, priority boarding, preferential seat, etc.).

  
  

  Depending on the airline, route and travel period, the User can book flights that may or may not include certain additional services. In most cases, these services, when they are not included in the air ticket price, can be added against additional fees charged by the airlines, either during the booking process or afterwards.

  
  

  Some airlines do not allow the addition of additional services of any kind after completing the online check-in formalities. The Agency cannot be held responsible if the airline cannot favorably honor the User's request.

  
  

  The online check-in procedure represents the registration of the User directly in the check-in system of the airline company, before the scheduled date and time of the flight, in order to avoid paying the registration fee at the airport in the case of some airlines, or to facilitate the registration formalities at airport.

  
  

  The online check-in procedure is the obligation and responsibility of the passenger.

  In order to register, the airlines may request additional personal information about the User (for example, date of birth, passport or identity card number, updated contact details, etc.), and the User undertakes to provide correct, complete and complete details adequate time to complete the process.

• Low-cost

  For the so-called low-cost carriers, booking an air transport is synonymous with its purchase. For the reservation to be valid, payment for the total cost of the flight must be confirmed. Tickets or reservations with low-cost carriers are non-refundable, which means that, after payment confirmation and ticket issuance, there is no possibility of obtaining a refund in case of cancellation. Tickets for low-cost carriers may be subject to change, depending on the different conditions of each carrier and are available on the respective carriers' websites.

  
  

  The airline has the right to change the flight schedule, therefore, our agency is not responsible for the take-off/landing of planes at a different time than the one mentioned in the excursion program.

IV. THE RIGHTS AND OBLIGATIONS OF THE PARTIES

• The agency is responsible for the correct issuance of plane tickets and for informing the passenger in good faith about the conditions applicable to the plane ticket sold.
• The passenger is obliged to read the present general conditions displayed on the website www.veltravel.ro , before buying the plane ticket. The plane ticket, once bought, is assumed that the passenger has become aware of all the information related to the respective ticket, he cannot later invoke his ignorance and claim possible compensation from the agency.
• The passenger is obliged to present himself at boarding for the flight at least 3 hours before the departure time, so that the necessary formalities can be completed.

• The agency is not responsible and cannot claim compensation because the passenger did not fly, under the following conditions:

  • the passenger did not show up on time for boarding
  • the passenger is refused boarding due to problems related to his personal documents (including lack of entry visa for the country of destination, false visa, passport with prohibition, etc.) or in the event of an unjustified refusal by the authorities to allow the trip
  • other circumstances or cases of force majeure, which the agency could not foresee or avoid

• The agency is not responsible for delays or schedule changes of the airline for which the ticket was issued, for the quality of the flight, for overbooking situations or for services related to the flight (eg - lost luggage), obligations that fall directly on the airline.

  In such situations, the passenger will contact the carrier directly, which will compensate the passenger in accordance with international regulations.

• The passenger cannot use only component parts of the flight related to the purchased ticket. The passenger's non-appearance on the first flight is considered a waiver of the ticket and the provisions of these general conditions apply.
• The passenger must present at boarding a travel document (ID card, passport) valid for at least 6 months from the date of exit from the country, or electronic passport - not temporary). The passenger has the obligation to inform himself about the travel conditions at the Romanian authorities (Border Police, Ministry of Foreign Affairs, Embassy or Consulate of the visited country) . The passenger has the obligation to ensure that he is in order from the point of view of all the formalities necessary for the trip (police, customs, health, passport, visa, etc.), the agency having no responsibility towards the passenger from this point of view. Refusal to board for one of these reasons falls under the exclusive responsibility of the passenger, without him being able to claim compensation from the agency.
• The agency will inform the passenger in good faith about the formalities required for the requested trip, according to the information provided by the computerized reservation system, but cannot be held responsible for the veracity of this information, nor be held responsible for providing it or not, because the information service is one offered additionally and is not related to the air ticket issuing service.

V. TERMINATION OF THE CONTRACT

• The agency is not responsible and cannot claim compensation because the passenger did not fly, under the following conditions:
  • when the cancellation/delay/postponement of the flight was made by the airline for regular or charter flights
  • when he cannot execute the contract due to unavoidable and extraordinary circumstances and notifies the traveler about the termination of the contract, without delay and before the start of the execution of the package, being able to offer the traveler a full refund of all the services paid for in the package (material sui through rescheduling) according to the options offered by the airline for regular or charter flights.
• The traveler can terminate the contract at any time. If the traveler voluntarily terminates the contract, he has the obligation to bear the termination penalties agreed at the time of making the reservation/corresponding to the offer, respectively the price paid.

VI. COMPLAINTS

• Any complaint regarding the purchased plane ticket will be made in writing to the e-mail address  office@veltravel.ro .
• Complaints that are not made in writing will not be considered.

• The agency will send the respective complaint to the airline for which the ticket was issued, and the solution given belongs to the airline, as the owner of the ticket.

  The agency will inform the passenger about the solution given by the company to the complaint, in writing.

  In the event that the passenger is not satisfied with the answer he received, he will directly contact the airline that made the flight.

• The passenger will be compensated directly by the airline in all cases where it decides this, the agency not being obliged to mediate such compensations.
• Any complaint will be made by the passenger in accordance with the present general conditions of sale of plane tickets.

VII. ARRANGEMENT OF TRAVEL DOCUMENTS

The requirements related to passport and visas, including the approximate deadlines for obtaining visas and information regarding the formalities related to health in the country of destination, are the sole responsibility of the traveler who must be informed officially at WWW.MAE.RO , WWW.POLITIADEFRONTIERA. RO , EMBASSIES, etc.

VIII. insurance

The agency VELTRAVEL.RO recommends the traveler the optional insurance to cover the costs of termination of the contract by the traveler or the costs of assistance, including repatriation fees, in case of accident, illness or death.

IX. FINAL PROVISIONS

• These general conditions are made in accordance with and are completed with the provisions of the WARSAW CONVENTION, in which Romania is a signatory party, in accordance with the provisions of art. 11, paragraph 2 of the ROMANIA CONSTITUTION.
• The display of these general conditions on the website www.veltravel.ro implies the obligation of the passenger to read them. It is considered that the passenger who bought the plane ticket has become aware of the content of these conditions and he will no longer be able to invoke their ignorance or lack of information.
• These general conditions will be applicable and enforceable against third parties in all the situations stipulated in their contents.

• The contractual terms and conditions correspond to the legal provisions in force at the time of drafting and represent the general contractual terms that govern the sales contract concluded between the VELTRAVEL.RO travel agency and the traveler/tourist, depending on the object of the contract (airline ticket, accommodation, dynamic package, charter package)

  The terms below are equivalent and have the meaning provided in OG no. 2/2018, as follows:
  - tourist = traveler = any person who wants to conclude a contract or who has the right to travel based on a contract concluded under the conditions of this ordinance

X. The terms and conditions apply both to the individual plane ticket and to the plane ticket as a component part of a dynamic package (citybreak), independent of the terms and conditions of the accommodation service in the dynamic package, each service being subject to its own sales conditions .

Terms & Conditions- RESERVATION AND MARKETING OF CHARTER PACKAGES

This document refers to the pre-contractual conditions and information that govern the Contract regarding the travel service package according to Ordinance 2/2018.

I. MAKING / MODIFYING / CANCELLING RESERVATIONS

• Any reservation made online and not cancelled, is considered FIRM and automatically implies responsibility for payment, under the conditions shown.
• The contract comes into being when the services requested by the client have been confirmed by the VELTRAVEL.RO agency, respectively the client becomes aware of the services that have been confirmed to him according to the online order.
• To process a service order, the VELTRAVEL.RO agency can request an advance payment of up to 100% of the package price.
• The final payment will be made in full no later than 40 days before the start of the stay.
• If the content of the reservation request differs from the content of the tourist trip confirmation or if the order could not be confirmed, the tourist can consider that the trip has not been booked and has the right to the immediate reimbursement of all amounts already paid, without being able to to claim compensation.

II. THE PRICE

The price of the contract is specified on the invoice and includes the cost of actual tourist services, the Agency's commission / Service tax and VAT

The service fee/commission is included in the displayed rate, at a rate of 0-30% and is non-refundable in case of travel cancellation if the conditions of the reservation allow, in the case of voluntary cancellation requested by the traveler, with the exception of the situation in which the services could not be confirmed by VELTRAVEL.RO, according to the order or in cases of unavoidable and extraordinary circumstances.

III. THE RIGHTS AND OBLIGATIONS OF THE AGENCY

• If the Agency is forced to modify one of the essential provisions of the contract, it has the obligation to inform the tourist as soon as it has been notified by the charter organizing agency
• The agency can modify the contract price, in the sense of increasing or decreasing, as the case may be, only if the modification takes place as a result of variations in transport costs. The prices established in the contract cannot be increased, under any circumstances, during the 20 calendar days preceding the departure date.
• If, after the start of the tourist trip, an important part of the tourist services provided in the contract is not performed or the Agency finds that it will not be able to perform them, it is obliged to offer the tourist appropriate alternatives in order to continue the tourist trip without increasing the price, respectively the tourist services offered must be of the same quality and quantity;

• The agency is responsible for the proper execution of the obligations assumed by the contract, with the exception of the following cases:

  • when the non-fulfillment or defective fulfillment of the obligations assumed by the contract is due to the tourist;
  • when the non-fulfillment of obligations is due to force majeure or circumstances that neither the Agency nor the service providers could foresee or avoid (timetable or itinerary changes, delays in the traffic of means of transport, etc.).
• If the content of the reservation request differs from the content of the tourist trip confirmation or if the order could not be confirmed, the tourist can consider that the trip has not been booked and has the right to the immediate reimbursement of all amounts already paid, without being able to to claim compensation.

IV. THE RIGHTS AND OBLIGATIONS OF THE TOURIST

Waivers, penalties, compensations

• If the tourist cannot participate in the tourist trip, he can assign the contract to a third party who meets all the conditions applicable to the contracted tourist service package, with the obligation to notify the Agency in writing at least 14 days before the departure date. In this case, the Agency terminates the contract with the tourist who assigns the contract and concludes another contract with the new tourist. For individual trips, if the means of transport. The agency may charge a contract change fee.
• The tourist can terminate the contract regarding the travel service package at any time before it begins. If the tourist terminates the contract regarding the travel service package, he may be obliged to pay the organizing travel agency a termination penalty according to the contractual conditions to which the order is subject.
• Any change, related to the change of the accommodation unit, departure date, name or change of the person holding the contract or any other main element that is the subject of the contract, at the request of its holder, can only be made if this possibility exists and if it does not contradict with the package cancellation penalties. All modification or cancellation requests are accepted only in writing and are resolved according to the conditions related to each program/product. A processing fee of 25 euros will be charged for any change made to a package for which an advance payment or reservation fee has been paid.

• The cancellation conditions differ depending on the type of tourist service package sold, the type of offer and will be specified in each reservation, in the Annex to the Contract, related to the product sold.

  The standardized conditions are:

  • 40% of the price of the service package, if the cancellation is made more than 46 calendar days before the departure date;
  • 60% of the price of the service package, if the cancellation is made within 30-45 calendar days before the departure date;
  • 100% of the price of the service package, if the cancellation is made less than 29 calendar days before the departure date;
  • 100% of the price of the service package, if the tourist purchased the tourist service package from the Early Booking, Black Friday, Last Minute, Nonrefundable, or other similar programs, regardless of the date on which the tourist requests cancellation.

  The standard conditions will be replaced by those communicated above, always applying the most restrictive conditions and the specific Annex to the Contract will be concluded.

• Termination of the contract regarding the travel service package:

  5.1. The VELTRAVEL.RO agency can terminate the contract regarding the travel service package and offer the traveler a full refund of all payments made for the package, but is not responsible for the payment of additional compensation, in one of the following cases:

  1. the number of people registered to participate in the respective package is less than the minimum number established in the contract, and the organizing travel agency notifies the traveler about the termination of the contract within the term established in the contract, but no later than:

     • 20 days before the start of the execution of the package, in the case of trips lasting more than six days (charter packages);
     • 7 days before the start of the execution of the package, in the case of trips that last between two and six days;
     • 48 hours before the start of the execution of the package, in the case of trips lasting less than two days;

     These refunds or refunds are made to the traveler without undue delay and, in any case, no later than 14 days after the termination of the contract regarding the travel service package. There may be delays, but justified.

  2. cannot execute the contract due to unavoidable and extraordinary circumstances and notifies the traveler about the termination of the contract, without delay and before the start of the execution of the package, being able to offer the traveler a full refund of all services paid for in the package (material or by rescheduling) according to the options offered by the charter organizer/partner/airline/hotel, the situation not being controllable or imputable to the agency or partners.

  5.2. The traveler can terminate the contract regarding the travel service package at any time before the start of the execution of the package. If the traveler voluntarily terminates the contract regarding the travel service package, he has the obligation to pay the VELTRAVEL.RO travel agency the termination penalties agreed at the time of making the reservation/corresponding to the offer, respectively the price paid.

• During the development of the tourist program or the provision of tourist services, the tourist can completely or partially renounce the services offered; in this case he is not entitled to any reimbursement or compensation. If the tourist invokes medical reasons as the reason for the unilateral termination of the contract, the reimbursement of the value of the package of tourist services will be made by the insurance company, if the tourist has concluded such cancellation insurance.

• If a significant part of the travel services cannot be performed as agreed in the contract, the Travel Agency will offer, at no additional cost to the tourist, appropriate alternative services for the continuation of the package, as far as possible equivalent or of better quality than those specified in the contract.

  In the event of a change of accommodation, another accommodation unit will be offered in the same location or area, in the closest variant to the initial one, available at the time.

  The tourist can reject alternative services only if they are not comparable to what was agreed in the contract.

• If, for reasons independent of the VELTRAVEL.RO agency, the tourist does not wish to benefit from one of the services included in the package, on his own initiative, the Agency will not return the value of the unused service.

V. COMPLAINTS

In the event that the tourist is dissatisfied with the tourist services received, he has the obligation to prepare a report in writing, clearly and explicitly, regarding the deficiencies found on the spot, related to the realization of the contracted tourist services package, which will be sent promptly both the Agency and the tourist service provider (hotel, restaurant management).

Both the Agency and the tourist service provider will act immediately to resolve the complaint. If the notification is not resolved or is partially resolved, the tourist will submit a written complaint to the Agency, within a maximum of 5 calendar days from the end of the trip, with the Agency following, within 30 calendar days, to communicate the resolution .

The agency recommends that any local inconsistencies at the hotel units be resolved with the local assistant (guide) and only if it is not resolved can the agency be notified for resolution.

VI. TRAVEL DOCUMENTS

The requirements related to passport and visas, including the approximate deadlines for obtaining visas and information on the formalities related to health in the country of destination, are the sole responsibility of the traveler who must be informed officially on the WWW.MAE.RO website , WWW.POLITIADEFRONTIERA.RO , EMBASSIES, etc.

VIII. FINAL PROVISIONS

The contractual terms and conditions correspond to the legal provisions in force at the time of drafting and represent the general contractual terms that govern the sales contract concluded between the VELTRAVEL.RO travel agency and the traveler/tourist, depending on the object of the contract (airline ticket, accommodation, dynamic package, charter package)

- tourist = traveler = any person who wants to conclude a contract or who has the right to travel based on a contract concluded under the conditions of this ordinance;

Verification actions

Final conditions

Terms and conditions- general reservation conditions

These conditions come into force from April 1, 2007 and govern all reservations made (through the VELTRAVEL.RO website or other means). The site can be used both in Romania and abroad. People from abroad can reserve, pay and receive travel vouchers under the same conditions as customers from Romania. Accept these reservation conditions for yourself or any other third party involved. The VELTRAVEL.RO website is the property of SCVELTRAVEL.RO SRL, with headquarters in Splaiul Unirii no. 16 floor 4 (Muntenia Business Center), Sector 4 Bucharest, registered at the Trade Registry under number J40/9965/1996 with CIF RO 8978929.

Any reservation made or order requested by you will be considered as your offer to buy accommodation and/or travel arrangements and will be subject to these booking conditions.
A contract between you and VELTRAVEL.RO will come into force only when we issue an invoice referring to the reference number of your reservation, after we have received the full payment related to this reservation.
It is the customer's responsibility to check the travel itinerary and ensure that all details are correct.
We reserve the right to refuse, at any time, any order placed by you through us.

Full payment is required at the time of booking. Payment must be made through the secure session offered by PayU Romania through the system located at https://secure.epayment.ro/ by credit or debit card or through the payment system offered by Card Avantaj in installments. If VELTRAVEL.RO is unable to confirm the initial reservation request, an alternative can be offered and an e-mail notification will be sent to inform you about the necessary details.
The reservation will be kept on hold for 48 hours for you to accept it by making the full payment. Failure to make payment within 48 hours of confirmation for accommodation not immediately available/available will lead to the automatic cancellation of the reservation.
For the so-called low-cost carriers, booking an air transport is synonymous with its purchase. For the reservation to be valid, payment for the total cost of the flight must be confirmed.

The prices are displayed in the requested currency, at the exchange rates calculated daily. For this reason, prices may vary daily, thus reflecting any daily change that may occur in exchange rates. When a reservation is made, the exchange rate will be fixed at the time the reserved item is created and will apply to any changes or cancellations of that reservation item. Exchange rates are determined by VELTRAVEL.RO through the payment system offered by PayU Romania.

Reservations that have as their object travel arrangements will not be accepted if they are made less than 72 hours before the arrival date, except in the case that in this interval you find the requested arrangements as "Available" immediately. Accommodation reservations require at least one name for each room. Please carefully check the entered details, as the presence of incorrect or incomplete details may lead to the cancellation of the reservation.

All travel documents related to a reservation (airline tickets, travel vouchers, invoice) will be issued in electronic format and sent to the email address provided at the time of booking.

The cancellation and modification conditions related to each service booked on the www.veltravel.com website are detailed for each individual product before the time of booking and it is necessary to accept them in order to complete the booking. The right to unilaterally cancel reservations does not apply to services booked on dev1.veltravel.ro according to the provisions of OG 34/2014 which states that "Art. 12. - The provisions of art. 3-4, of art. 7-10 and of art. 11 paragraph (1) does not apply to contracts regarding: (...) b) the provision of accommodation, transport, provision of culinary preparations, leisure services, when the trader undertakes through the concluded contract to perform these services at on a specific date or in a specified period; exceptionally, in the case of recreational activities organized outdoors, the merchant may reserve the right not to comply with the provisions of art. 11 paragraph (2), in specific circumstances."

In the case of reservations paid by bank transfer or at the agency headquarters with cash or by POS, the cancellation conditions of the FRAMEWORK CONTRACT WITH THE TOURIST will apply. All information will be provided by VELTRAVEL.RO agents upon completion of the reservation.

Warranty / service conditions, for each product (service) separately, before ordering, the customer must check that he agrees with the "terms and conditions", they are different depending on what is being bought: accommodation, plane, plane + hotel. The reservation cannot be made until the end if the customer does not agree with these conditions, which specify the number of stars, meal service, flight conditions, etc. The warranty/service conditions do not apply to services booked on www.veltravel.com according to the specifications of OG 34/2014 which specifies that "Art. 12. - The provisions of art. 3-4, of art. 7-10 and of art. 11 paragraph (1) do not apply to contracts regarding: (. ..)

SPECIAL CONDITIONS

CUSTOMERS WILL BE NOTIFIED AT THE TIME OF MAKING THE RESERVATION IF SPECIAL CONDITIONS APPLY

For the flight + accommodation product, if it is not the subject of charter packages with special conditions, it will have different suppliers/service providers - hoteliers on the one hand and the airline on the other. The 2 suppliers are independent of each other. In the event that one of these providers/service providers cancels its services, it, as well as the agency, will not be responsible for the other provider that has different cancellation/change conditions. The agency will take all steps to reach a consensus and mediate the connection between the 2 suppliers, but it cannot guarantee obtaining a refund unless both suppliers agree to the cancellation without penalties.

100% cancellation penalties will apply to reservations that fall within a period with special events. For reservation dates that do not fall within a period with special events, the standards for cancellations and changes for periods without special events will apply.
With each reservation, you have terms and conditions for cancellation or modification, for each tourist product you want to reserve.

Terms & Conditions- RESERVATION AND SALE OF PACKAGES: PLANE + ACCOMMODATION

This document refers to the pre-contractual conditions and information that govern the Contract regarding the travel service package according to Ordinance 2/2018.

The service package is a combination of 2 independent tourist services, namely flight and accommodation. Each tourist service (both the flight/plane ticket and accommodation) is subject to its own separate terms and conditions.

I. RESERVATION AND SALE OF HOTEL SERVICES BY THE VELTRAVEL.RO AGENCY

MAKING / MODIFYING / CANCELING RESERVATIONS

• Any reservation made online and not cancelled, is considered FIRM and automatically implies responsibility for payment.
• The deadline for cancellation without penalty is specified when making the online reservation. Exceeding the respective term implies the payment of penalties. In the case of reservations that have mentioned "non-refundable", the penalty is 100% in the event of a cancellation request.
• In case of no-show at the hotel, a penalty of 100% will be applied, i.e. the cost of the entire stay, or a smaller penalty, depending on the hotel's cancellation policy, if applicable.
• Reimbursement requests, as a result of the total or partial non-use of tourist services, must be accompanied by a written confirmation from the hotel. This confirmation does not guarantee the return of the value of unused services. It will be honored only if the hotel accepts the return of the consideration through the accommodation provider.
• All reservations will be honored only for the persons in whose name the reservation was made. Name changes are not allowed, except with the agreement of the hotel, for which the agency cannot guarantee.
• In the event of a fortuitous impossibility to honor the reservation, VELTRAVEL.RO reserves the right to replace the hotel or other initially confirmed services with others of a similar or superior category, without any other compensation in return or to return the money in full in the event in which it is impossible to offer an alternative.
• Check-in is usually done after 2:00 p.m., local time, on the day of arrival scheduled in the reservation. To avoid problems with accommodation, please inform us if you will arrive later at the hotel.
• In the case of rest and/or treatment stays taking place in Romania, the tourist has the obligation to comply with the service provision schedule in Romania, respectively: in seaside resorts, accommodation is made at 6:00 p.m. on the day of entry and ends at 12.00 on the day following the one written on the voucher or on the rest and/or treatment ticket; in the resorts in the country, other than those on the coast, accommodation starts at 12:00 on the day of entry and ends no later than 12:00 on the day following the day entered on the ticket.

• At some B&Bs when check-in is accepted up to a certain time, this being mentioned on the voucher (but also expressly mentioned at the time of booking). Failure to comply with the check-in time limit imposed by the B&B owner may lead to the total cancellation of the right to accommodation, or may be accepted against an additional late check-in fee (late check-in).

  The obligation to comply with the owner's requirements regarding informing him in advance, about the check-in delay, belongs exclusively to the tourist. For non-compliance with the particular specifications and their consequences, the VELTRAVEL.RO agency is not responsible and cannot be charged compensation. The VELTRAVEL.RO agency will make every effort to help the tourist in such situations, but cannot guarantee and is not responsible for the negative financial or moral effects.

• All hotels published on VELTRAVEL.RO require at least one of the passengers to be 18 years old. If customers are under 21 years old and book hotels in the US, they are asked to contact the hotel directly for clarification. Also for hotels in the Middle East, in the case of unmarried couples, please contact the hotel for clarification.

II. THE PRICE

• VELTRAVEL.RO does not charge fees or commissions in addition to the rates displayed online.
• The meals included in each rate are specified under the heading, "Meals included".
• In certain destinations, local taxes are charged, payable directly at the hotel.
• Some hotels have fluctuating rates, which change daily depending on availability and seasonality. The rate is only guaranteed based on a confirmed reservation. We do not accept a refund request based on the fact that the selling price was close to or above the reception rate.
• The hotel management has the right to ask for credit card details or a deposit to cover and guarantee any additional costs that may arise during the stay upon arrival.
• The service fee/commission is included in the displayed rate, at a rate of 0-30% and is non-refundable. in case of travel cancellation if the conditions of the reservation allow, either in a voluntary situation or in an involuntary situation, with the exception of the situation in which the services could not be confirmed by VELTRAVEL.RO, according to the order (even if the accommodation is refundable, service charge is non-refundable)

III. TYPES OF ROOMS

• The types of rooms may depend on the availability of that type of room in the hotel and may vary depending on the hotel and/or the country regarding the categorization of the types of rooms. We try to make sure that the hotel offers the type of room booked, however there may be situations when instead of a room with a double bed a room with two separate beds can be allocated or a room with a double bed can be allocated instead of a room with two separate beds. Please note that most European hotels offer two single beds joined together to form a double bed. While all the preferences related to the desired room type are sent to the hotel, the room allocation is made by the hotel and depends on the availability at the time of entering the hotel. A triple room does not guarantee three separate beds. The sizes of the beds and their configuration may differ. This can also include a folding bed. A quadruple room is a room for four adults, with two, three or four beds. This can also include folding beds. The arrangement of the beds can vary considerably.

  The standard names in the hotel industry of the room types generally represent the following:

  • Single room - contains only one bed for one person
  • Double room - contains a double bed for 2 people
  • Twin room - contains 2 single beds
  • The double/twin room in single mode - contains a double bed for one person
  • Triple room - contains 3 single beds or a double bed for 2 people and an additional bed for 1 person
  • Quadruple room - contains either 2 double beds, each for 2 people, or 4 separate beds for 1 person, or 1 double bed for 2 people and 2 additional beds for 1 person
  • The twin/double room plus child - contains either 2 separate beds or a double bed plus 1 additional bed for the child, depending on the age indicated in the reservation. In some cases, depending on the age, the child shares the same bed with the parents. If you want a bed specifically for the child, we suggest you search for adults only, considering the adult child.
  • Family room - contains a double bed + an extra bed - depending on the configuration of the hotel, b&b. its hostel
  • Economy room - contains a double bed or 2 single beds depending on the configuration of the hotel, these rooms are usually below the standard level (eg: without a window or on the mezzanine level, very small rooms, etc.)
  • Run of house - the last room available at the hotel
  • Double/twin room with shared bathroom - contains a bed with a shared bathroom with other rooms
  • Double/Twin with shared dormitory - contains a bed in a shared room with other people

• Any additional request, such as for an upper floor, for a smoking room, etc. it is not guaranteed at the time of booking. It will depend on the availability of the hotel on the day of the client's entry. Example: baby elbow. For additional services upon request, the hotel may charge a fee that it collects directly.

  Children up to 2 years old are considered infants and in order to obtain a baby cot for them, a prior confirmation from the hotel is required.

• The star classification of the displayed hotels gives a general idea of ​​the quality of the hotel and an approximate level of facilities, services and comfort. However, the specific criteria and requirements applied may differ from country to country. VELTRAVEL.RO is not responsible for this variety regarding the classification of hotels between countries, room types and hotel information related to these matters. It is the responsibility of the person making the reservation to ensure that the type of room reserved is appropriate for the number of people traveling and the comfort in mind, by consulting the hotel's official website.
• For accommodation Additional information:

  A "sedimentation" period of 24 hours will apply to those reservations (other than those mentioned below) made more than 72 hours before arrival at the establishment where the accommodation will take place.

  This will allow the cancellation or modification of an element of the reservation within 24 hours of the first confirmation of that element without applying any fee.

  There will be no "sedimentation" period of 24 hours in the case of reservations regarding:

  1. apartments, reserved between 0-10 days before arrival or other accommodations reserved during periods when fairs, exhibitions, major conferences or other major events take place at the respective location. This kind of events are mentioned in this section as "Special Events". Customers will be informed at the time of booking if a Special Event will take place.

     For accommodations (other than apartments) during periods without special events:

     • Penalties for cancellations will be applied taking into account the period between the announcement of the cancellation and the date of stay at EACH of the establishments within a reservation. See "cancellation conditions" displayed on each offer.
     • Changing the name or changing the age of a child can be done without penalty.
     • All changes are subject to availability at the time. If the desired changes cannot be confirmed, the details of the original reservation will remain valid.
     • If you do not arrive at the establishment where the accommodation takes place on the reserved date or leave the establishment earlier than the reserved period, then you have the right to cancel or change the reservation only from the moment VELTRAVEL.RO receives the notice from you during the working hours of VELTRAVEL.RO. All these cancellations or changes are borne by you, implying as a penalty the equivalent value for the next 24 hours of accommodation after VELTRAVEL.RO receives the notice. Any cancellations or changes notified directly to the hotel or accommodation establishment will not be taken into account.
     • Requests for cancellations or changes must be made through the facilities of your account on the VELTRAVEL.RO website or by contacting our customer relations service, during working hours. Reservations not modified or canceled through the VELTRAVEL.RO website or our customer relations service may be subject to a surcharge of 100% of the reservation value.
  2. For accommodations (other than apartments) during periods with special events

IV. TERMINATION OF THE CONTRACT

• The VELTRAVEL.RO agency can terminate the contract for the sale of travel services and offer the traveler a full refund of all payments made, but is not responsible for the payment of additional compensation, in the event that:
  • the accommodation was rejected by the hotel, for reasons independent of the Agency
  • cannot execute the contract due to unavoidable and extraordinary circumstances and notifies the traveler about the termination of the contract, without delay and before the start of the execution of the package, being able to offer the traveler a full refund of all services paid (material or by rescheduling), according to the options offered by hotel/external partner.
• The traveler can terminate the contract at any time. If the traveler voluntarily terminates the contract, he has the obligation to bear the termination penalties agreed at the time of making the reservation/corresponding to the offer, respectively the price paid.

V. COMPLAINTS

• Any complaint must be sent in writing to the agency, via email to office@veltravel.ro , as soon as possible after leaving the hotel, but no later than 30 days after check out.
• We will not consider complaints that were not submitted to the hotel's attention during the client's stay. Any complaint must be reported to the hotel on the spot and brought to the attention of the VELTRAVEL.RO agency, on the spot.
• We are not responsible for compensating any situation that could have been resolved on the spot if the hotel had been informed.

V. COMPLAINTS

• VELTRAVEL.RO will not be responsible for any inconveniences or results of unforeseen circumstances such as floods, earthquakes, riots, pandemics, fires, terrorist acts, governmental acts or change of authority in a country, unfavorable weather conditions or hotel renovations which were not communicated to us in advance.
• The differences in climate and energy saving rules in different countries can affect the heating systems in the hotels located in the respective area or country. For example, in Italy the heating system can be operated between November 15 and March 15 due to government regulations.
• The start and end of the swimming pool operating dates can also be affected by climate and weather conditions. VELTRAVEL.RO is not responsible for hotel policies related to these aspects.
• After making the reservation, please check and make sure that all the details in the voucher (such as the hotel address, information about the hotel, city and country) are correct. In this way you will be protected from any inconvenience caused by a system error.
• The use of the site is done only after accepting the terms and conditions. If you do not accept these terms and conditions, do not use this site!

Terms & Conditions- RESERVATION AND SALE OF AIRLINE TICKETS

This document refers to the pre-contractual conditions and information that govern the Contract regarding the travel service package according to Ordinance 2/2018.

I. RESERVATION / MODIFICATION / CANCELLATION

• Reservations are made with the help of international computerized reservation systems, which allow the agency access to the airline's database.
• All conditions, rules and restrictions applicable to a plane ticket are those dictated by the airline, independent of the will of the agency.
• The contractual relationship between the agency and the passenger appears when the passenger has paid for the plane ticket and is in possession of it. Before actually paying for the ticket, the passenger has the obligation to inform himself at the agency about all the conditions and restrictions applicable to that ticket and to read these general conditions.

II. THE PRICE

• The price of a plane ticket becomes firm, together with all the conditions applicable to it, only when it is released by the agency.

• For the specific activity, the VELTRAVEL.RO Agency can apply the following policy of service rates, called TS for short. TS (service fees) are not refundable in case of cancellation or modification of the plane ticket.

  VELTRAVEL.RO applies a service fee between 0% and 15% of the ticket value and is non-refundable in case of travel cancellation if the booking conditions allow, either in a voluntary situation or in an involuntary situation, with the exception of the situation in which the services could not be confirmed by VELTRAVEL.RO, according to the order.

• The price of any plane ticket implies special conditions, rules and restrictions applicable to the trip to which the respective document specifically refers. The passenger has the obligation to inform himself about these rules before buying the respective ticket. After buying the ticket, it is considered that the passenger has become aware of all these rules, he can no longer claim that he was not informed, once he got possession of the plane ticket.

III. THE PLANE TICKET

• The plane ticket is the electronic document, registration or agreement based on which the flight is carried out.
• The conditions of the contract and the information written on the plane ticket complement these general conditions. It is considered that the passenger who came into possession of the plane ticket was aware of all this information.

• Combined flight service

  Through the Reservation System, users can book Combined flights. These consist of at least 2 flights from several airlines, where each flight is considered a separate service , provided that the airlines do not cooperate in order to organize connected (associated) flights.

  Booking Combined flights involves a final purchase of several plane tickets, from different airlines, which include several flights with transfer(s). For each individual plane ticket, the terms and conditions of each specified airline apply.

  In the case of Combined flights, taking into account the fact that the flights are purchased as separate services, it is the passenger's obligation to ensure that for each flight he fulfills the following:

  • check-in at all airlines and for each individual flight segment
  • picking up and handing over luggage after and before each flight
  • changing the terminal or airport from where the landing/takeoff takes place. Considering that the User reserves plane tickets from different airlines, and there is the possibility of encountering difficulties when using some of the connections, the VELTRAVEL.RO agency informs from the moment of the reservation that they are "Unguaranteed Connections" , either in the case of a very short time between transfers, cancellations, delays or change of departure time, changes due to airlines.

  Considering that the User reserves plane tickets from different airlines, and there is the possibility of encountering difficulties when using some of the links, the VELTRAVEL.RO Agency informs from the moment of the reservation that they are "Unguaranteed Connections" , even in the case of a very short time between transfers, cancellations, delays or change of departure time, changes due to airlines.

• Additional services By additional services is meant the addition of any service that the User wishes to benefit from for the booked flight and which is not included in the price of the plane ticket (for example: checked baggage, priority boarding, preferential seat, etc.).

  Depending on the airline, route and travel period, the User can book flights that may or may not include certain additional services. In most cases, these services, when they are not included in the air ticket price, can be added against additional fees charged by the airlines, either during the booking process or afterwards.

  Some airlines do not allow the addition of additional services of any kind after completing the online check-in formalities. The Agency cannot be held responsible if the airline cannot favorably honor the User's request.

  The online check-in procedure represents the registration of the User directly in the check-in system of the airline company, before the scheduled date and time of the flight, in order to avoid paying the registration fee at the airport in the case of some airlines, or to facilitate the registration formalities at airport.

  
  

  The online check-in procedure is the obligation and responsibility of the passenger.

  In order to register, the airlines may request additional personal information about the User (for example, date of birth, passport or identity card number, updated contact details, etc.), and the User undertakes to provide correct, complete and complete details adequate time to complete the process.

• Low-cost

  For the so-called low-cost carriers, booking an air transport is synonymous with its purchase. For the reservation to be valid, payment for the total cost of the flight must be confirmed. Tickets or reservations with low-cost carriers are non-refundable, which means that, after payment confirmation and ticket issuance, there is no possibility of obtaining a refund in case of cancellation. Tickets for low-cost carriers may be subject to change, depending on the different conditions of each carrier and are available on the respective carriers' websites.

  The airline has the right to change the flight schedule, therefore, our agency is not responsible for the take-off/landing of planes at a different time than the one mentioned in the excursion program.

IV. THE RIGHTS AND OBLIGATIONS OF THE PARTIES

• The agency is responsible for the correct issuance of plane tickets and for informing the passenger in good faith about the conditions applicable to the plane ticket sold.
• The passenger is obliged to read the present general conditions displayed on the website www.veltravel.ro , before buying the plane ticket. The plane ticket, once bought, is assumed that the passenger has become aware of all the information related to the respective ticket, he cannot later invoke his ignorance and claim possible compensation from the agency.
• The passenger is obliged to present himself at boarding for the flight at least 3 hours before the departure time, so that the necessary formalities can be completed.

• The agency is not responsible and cannot claim compensation because the passenger did not fly, under the following conditions:

  • the passenger did not show up on time for boarding
  • the passenger is refused boarding due to problems related to his personal documents (including lack of entry visa for the country of destination, false visa, passport with prohibition, etc.) or in the event of an unjustified refusal by the authorities to allow the trip
  • other circumstances or cases of force majeure, which the agency could not foresee or avoid

• The agency is not responsible for delays or schedule changes of the airline for which the ticket was issued, for the quality of the flight, for overbooking situations or for services related to the flight (eg - lost luggage), obligations that fall directly on the airline.

  In such situations, the passenger will contact the carrier directly, which will compensate the passenger in accordance with international regulations.

• The passenger cannot use only component parts of the flight related to the purchased ticket. The passenger's non-appearance on the first flight is considered a waiver of the ticket and the provisions of these general conditions apply.
• The passenger must present at boarding a travel document (ID card, passport) valid for at least 6 months from the date of exit from the country, or electronic passport - not temporary). The passenger has the obligation to inform himself about the travel conditions at the Romanian authorities (Border Police, Ministry of Foreign Affairs, Embassy or Consulate of the visited country) . The passenger has the obligation to ensure that he is in order from the point of view of all the formalities necessary for the trip (police, customs, health, passport, visa, etc.), the agency having no responsibility towards the passenger from this point of view. Refusal to board for one of these reasons falls under the exclusive responsibility of the passenger, without him being able to claim compensation from the agency.
• The agency will inform the passenger in good faith about the formalities required for the requested trip, according to the information provided by the computerized reservation system, but cannot be held responsible for the veracity of this information, nor be held responsible for providing it or not, because the information service is one offered additionally and is not related to the air ticket issuing service.

V. TERMINATION OF THE CONTRACT

• The agency is not responsible and cannot claim compensation because the passenger did not fly, under the following conditions:
  • when the cancellation/delay/postponement of the flight was made by the airline for regular or charter flights
  • when he cannot execute the contract due to unavoidable and extraordinary circumstances and notifies the traveler about the termination of the contract, without delay and before the start of the execution of the package, being able to offer the traveler a full refund of all the services paid for in the package (material sui through rescheduling) according to the options offered by the airline for regular or charter flights.
• The traveler can terminate the contract at any time. If the traveler voluntarily terminates the contract, he has the obligation to bear the termination penalties agreed at the time of making the reservation/corresponding to the offer, respectively the price paid.

• ARRANGEMENT OF TRAVEL DOCUMENTS The requirements related to passport and visas, including the approximate deadlines for obtaining visas and information regarding the formalities related to health in the country of destination, are the sole responsibility of the traveler who must be informed officially by WWW.MAE.RO , WWW.POLITIADEFRONTIERA.RO , EMBASSIES, etc.
• INSURANCE The VELTRAVEL.RO agency recommends to the traveler optional insurance to cover the costs of termination of the contract by the traveler or the costs of assistance, including repatriation fees, in case of accident, illness or death.
• FINAL PROVISIONS
  1. These general conditions are made in accordance with and are completed with the provisions of the WARSAW CONVENTION, in which Romania is a signatory party, in accordance with the provisions of art. 11, paragraph 2 of the ROMANIA CONSTITUTION.
  2. The display of these general conditions on the website www.veltravel.ro implies the obligation of the passenger to read them. It is considered that the passenger who bought the plane ticket has become aware of the content of these conditions and he will no longer be able to invoke their ignorance or lack of information.
  3. These general conditions will be applicable and enforceable against third parties in all the situations stipulated in their contents.

  4. The contractual terms and conditions correspond to the legal provisions in force at the time of drafting and represent the general contractual terms that govern the sales contract concluded between the VELTRAVEL.RO travel agency and the traveler/tourist, depending on the object of the contract (airline ticket, accommodation, dynamic package, charter package)

     
     

     The terms below are equivalent and have the meaning provided in OG no. 2/2018, as follows:
     - tourist = traveler = any person who wants to conclude a contract or who has the right to travel based on a contract concluded under the conditions of this ordinance
     - agency = the travel agency that carries out the intermediary activity.

• The terms and conditions apply both to the individual plane ticket and to the plane ticket as part of a dynamic package (citybreak), independent of the terms and conditions of the accommodation service in the dynamic package, each service being subject to its own sales conditions.

SPECIAL CONDITIONS

CUSTOMERS WILL BE NOTIFIED AT THE TIME OF MAKING THE RESERVATION IF SPECIAL CONDITIONS APPLY

For the flight + accommodation product, if it is not the subject of charter packages with special conditions, it will have different suppliers/service providers - hoteliers on the one hand and the airline on the other. The 2 suppliers are independent of each other. In the event that one of these providers/service providers cancels its services, it, as well as the agency, will not be responsible for the other provider that has different cancellation/change conditions. The agency will take all steps to reach a consensus and mediate the connection between the 2 suppliers, but it cannot guarantee obtaining a refund unless both suppliers agree to the cancellation without penalties.

100% cancellation penalties will apply to reservations that fall within a period with special events. For reservation dates that do not fall within a period with special events, the standards for cancellations and changes for periods without special events will apply.

With each reservation, you have terms and conditions for cancellation or modification, for each tourist product you want to reserve.

Silver Star VELTRAVEL.RO - Star VELTRAVEL.RO member who made between 0 and 2 completed reservations in a period of 2 years

Gold Star VELTRAVEL.RO - Star VELTRAVEL.RO member who made between 3 and 5 completed reservations in a period of 2 years

Platinum Star VELTRAVEL.RO - Star VELTRAVEL.RO member who made at least 6 completed reservations in a period of 2 years

Star Benefit - The counter value of the benefits resulting from the reservations made or as benefits granted by VELTRAVEL.RO as a promotion on certain occasions. If the value of Star Benefit is greater than 50% of the value of the reservation to be paid, the maximum amount that can be compensated with Star Benefit is 50% of the value of the reservation

Promo Star Benefit - The value of the benefit granted by VELTRAVEL.RO automatically or manually, on the occasion of certain events or promotions.

Availability period - The period for which the Star Benefit is valid. The validity period is 2 years from the date of accumulation of the Benefit.

Promotion period - The strictly limited period for which the Star Benefit Promo is valid

Star Beneficiu cancellation - Loss of the right to use the existing Star Beneficiu counter value in the account, as a result of the expiration of the 2-year period from the last reservation or as a result of the expiration of the promotion period for the Star Beneficiu Promo

Minimum payment amount - Regardless of the value of the accumulated amount as Star Benefit, it cannot cover more than 50% of the reservation value to be paid.

Star Discounts - Special offers with discounts offered only to Star VELTRAVEL.RO members, for important tourist destinations. Special offers will be announced both in the Star VELTRAVEL.RO section and through messages received by email by all members.
